The course is aimed at introducing and exposing students to the first and rudimentary basics of the Public Administration and Management course. While emphasizing the formal institutions of government and how they impact on the practice and discipline, the course will look at the issues of management in the public sector. In here we aim at helping the students be able to differentiate between public administration and private management. Within this context we lay emphasis on dynamics and behavioural factors in the practice of public administration and management. Analysis is made of fate of public administration in developing countries while giving major premium to East African experience
